The Empire of the Thirteen is a campaign setting for Star Hero, the science-fiction genre book from Hero Games.

The overall process for creating a world is:
- Determine the characteristics of the star system;
- Determine the planets and orbits around the star(s);
and for each planet:
- Determine the physical characteristics of the planet;
- Determine miscellaneous data about the planet;
- Determine the population of the planet.
